This issue has been resolved.

Between 22:03 and 22:18 UTC, in our us-east-1 region, the "velocity signals" smart signal was degraded for some customer requests. This affected a small percentage of requests, and marginally affected the quality of the signal. The issue has been identified and rolled back.
